if your phone is still under warranty, they will do it for free. but after the warranty period expires, they will charge you.
upgrading firmware on a most of the mobile phones (mainly Nokias and SEs) is not as easy as u thought! it requires a device called a flashbox which is a lil costly. so only a few can afford it. also the process of upgrading the FW should be done carefully or your phone may become unusable! so it is always safe to get it done at an authorised service center.
Siemens mobile phones have the feature of upgrading the FW just like you do with your MP3 players (download the latest FW and install it on da phone).
